Film and Television

People working in film, television, animation, post production and visual effects can come to the UK on the Global Talent visa with no sponsor, no job offer and no salary threshold. That suits an industry where almost everyone works project to project. Applications are assessed by the Producers’ Alliance for Cinema and Television, PACT, on behalf of Arts Council England.

This route differs from every other Global Talent endorsement in two important ways, and you need to know both before you do anything else.

First: there is no Exceptional Promise route. PACT only awards Exceptional Talent endorsements. Every other route under arts and culture has a lower tier for applicants early in their career. This one does not.

Second: this is an award based route. There is no general assessment of standing. You qualify by showing specific awards and nominations from a specific published list, within specific time windows.

Who this route covers

This route covers film, television, animation, post production and visual effects. There is no published list of eligible job titles, because eligibility is defined by awards rather than by role.

In practice both performing and craft roles can qualify. Arts Council England describes PACT as the body that assesses actors, artists and practitioners across these five sectors. PACT’s own award list includes the major craft guilds: editors, art directors, casting directors, sound, costume, hair and make-up, location managers, camera operators, visual effects, writers, producers and directors all fall within it. PACT’s own case examples include composers and directors of photography.

Music video directors are also within scope: PACT accepts Official Music Video Charts and IMVDb listings. Music videos are normally on Arts Council England’s list of unsupported areas, and they only come into scope where you are applying against the Exceptional Talent criteria for film and television.

What falls outside the scope

Journalism, marketing and advertising work, art and creative direction for campaigns, commercial photography and CGI for advertising, digital content production such as YouTube channels and social media, consultancy, modelling, arts administration and front of house roles all fall outside this route.

How you qualify

You must meet one of the following four conditions.

1. Winning a Main Award: no time limit

You must have won one of the following, at any date, for your individual work:

• Academy Award
• BAFTA, film, television, television craft, Cymru, Scotland or Games awards only
• Golden Globe
• Emmy Award

There is no recency limit on an award you have won.

2. A Main Award nomination or significant contribution: last 10 years

You must have been nominated for one of the Main Awards within the last ten years, or have made a significant contribution to someone else winning or being nominated for one of them.

3. Two Main Award nominations: last 15 years

You must have achieved at least two nominations under the Main Awards within the last fifteen years, for your individual work.

4. Notable industry recognition: the route most applicants use

You must have notable industry recognition for at least two different productions, and evidence it through international distribution sales, media recognition and an eligible award combination from PACT’s Notable Industry Recognition Awards List.

All three elements are required:

a) Evidence of international distribution sales: box office figures, official listings crediting you by name, distribution agreements covering more than one territory, or licensing deals with more than one media platform are all accepted here.

b) An eligible award combination must be provided, and it must be one of the following:

• At any date, you have won at least two Notable Industry Recognition awards for at least two different productions; or
• At any date, you have won one award and been nominated for another within the last six years, and these must relate to at least two different productions; or
• You have achieved at least three nominations within the last six years, and these must relate to at least two different productions; or
• You have made a significant and direct contribution to three awards being won or nominated within the last three years, and these must relate to at least two different productions.

c) At least one of the following: multiple interviews published by high profile media organisations in different countries; numerous screenings at high profile festivals in more than one country; or official listings of international work credited to your name.

Two conditions apply throughout: the awards must relate to at least two different productions, so you cannot qualify on a single production however decorated it is; and where the productions are films, they must have had a cinematic release. PACT interprets cinematic release broadly: cinema screens, television and broadcast on established platforms all count.

Notable Industry Recognition Awards List

PACT publishes a list of around 240 eligible awards, last updated on 30 April 2026. It runs from the ADC Advertising Awards to the Zee Cine Awards and covers the following headings:

• Major international festivals: Cannes, Berlin, Venice, Sundance, Locarno, Busan, Annecy, IDFA, Hot Docs, SXSW and many more
• National academies: AACTA, Canadian Screen Awards, Goya, Bodil, Nika, IFTA, RTS, BIFA all sit under this heading
• Narrowly scoped commercial and music awards: the Grammy Awards, for example, count only in the Best Compilation Soundtrack for Visual Media, Best Song Written for Visual Media, Best Score Soundtrack for Visual Media and Best Music Video categories, while D&AD, Cannes Lions, Clio, LIA, Shots and UKMVA are accepted only where the award is in film, television, animation, post production or visual effects

Three rules govern the list, and they are applied strictly:

• Only awards in film, television, animation, post production and visual effects are accepted. This applies to every award on the list, including those from bodies that also give awards in other fields.
• Student awards are not accepted.
• The list is binding and closed. PACT does not use discretion to accept an award that is not on the list.

A festival nomination must be an official nomination. A programme listing or an invitation to screen is not enough.

Documenting a significant and direct contribution

If you are claiming a contribution to someone else’s award or nomination, PACT’s threshold is high: the contribution must relate to that specific award, not to the production in general. PACT’s own examples run as follows: a composer claiming a contribution where the award is Best Cinematography, an actor outside the main cast where the award is Best Film, or a director of photography where the award is Best Actor, are all rejected.

You must provide both:

• Letters from the people who received the award or nomination, setting out your contribution in detail. These must be separate from your three endorsement letters.
• Credit evidence: screenshots of the credits, IMDb records, or credit details appearing in the nomination itself are all accepted here.

Award evidence generally should show your name, the name of the production, the date and the award category. Accepted formats include a physical photograph of the award, scanned certificates, emails from the awarding body, or the body’s official publications.

Documents

Letters must be relevant to the role you are applying in. If you are applying as a film director, the letters should talk about your film directing, not about your work in general.

Each letter must be written for this application, signed by a senior figure at the organisation, and must explain your working relationship, your achievements and leadership, what living in the UK will give you, how you will contribute to British cultural life, and your future plans. A telephone number, an email address, the organisation’s logo and registered address, and the CV of the person writing the letter must all be included.

Applications are also delayed where the letters lack the contact details PACT needs to verify the authors. This is the cause of delay PACT itself highlights.

Why film and television applications are refused

• Applying as an early career professional: there is no Exceptional Promise route. If your award history does not meet the Exceptional Talent thresholds, this route is not open to you yet.
• One production, many awards: every eligible combination requires at least two different productions.
• Awards that are not on the list: PACT uses no discretion at all. Check the list before you build the application.
• Festival screenings presented as nominations: an invitation to screen is not an official nomination.
• Films with no cinematic release are not accepted on the notable industry recognition route.
• Submitting more than ten documents is another common mistake.

Timescales

PACT states that its review and decision take on average two to three weeks once it receives an application from Arts Council England. That is faster than the eight week target published for arts and culture endorsements.

Arts Council England’s own processing sits ahead of that, and it currently reports a high volume of applications and longer than target timescales. The overall picture: film and television endorsements are among the fastest decisions in the arts once they reach PACT, but the total time still depends on the Arts Council England queue.

The visa stage takes around three weeks from outside the UK and around eight weeks from inside the country.

Award winners and the Emmy trap

If you have won an award named on the Home Office’s film and television list, you skip the endorsement stage entirely. The list names 33 categories: eight Academy Award categories, nine BAFTA categories and sixteen Golden Globe categories including the Carol Burnett and Cecil B. DeMille awards.

There is no Emmy category on the fast track list, and most of the craft Oscars are not on it either. An Emmy win still meets PACT’s Main Award criterion, but it does not exempt you from the endorsement stage. The same goes for an Academy Award won in a craft category outside the eight that are listed.

You must be named as the person who won the award, and the category must appear on the list exactly.

If you are early in your career

Because there is no Exceptional Promise route here, applicants who are still establishing themselves have a real problem. Three things are worth considering.

Check whether your work also falls under another discipline: animation, motion graphics and design-led screen work sometimes sit closer to the design sector route that opened in July 2026, and that route does offer Exceptional Promise. Stage based work and performance are assessed under arts and culture, which also has an Exceptional Promise route.

Read the award list carefully before deciding you do not qualify: around 240 awards is not a small number, and the notable industry recognition route asks for nominations, not wins.

Costs

The total Home Office fee is £766: £561 at the endorsement stage, £205 at the visa stage, plus the Immigration Health Surcharge (IHS). Because PACT only awards Exceptional Talent endorsements, everyone endorsed on this route qualifies for indefinite leave to remain after three years.
